How a city grows
- Zone: lay roads and paint residential, commercial and industrial zones. Lots fill up when people want to live and work there.
- Serve: power plants, water, schools, clinics, police and fire stations. Citizens tell you what their street is missing.
- Grow: land value rises and cottages give way to apartments and towers.
